Government taking steps to prevent brain drain
At a meet of the Indian Chambers of Commerce, Union Minister Prakash Javadekar on Saturday stated that his government was determined to stop 'brain drain' of research scholars and turn it into 'brain gain'. Addressing the meeting held at Kolkata, Javadekar said that research scholars go abroad because of better infrastructure and facilities. Speaking at the programme 'Way Forward For Education Sector In Eastern Region, Challenges and Recommendations,’ he asserted that a higher education finance agency has been roped in to provide interest-free loans to institutions to improve their laboratories and research facilities. He also informed that the research scholars will be provided with stipends between 75,000 and Rs 1,00,000 every month so that they will be encouraged to do their research work in India. He also apprised about the 'Uchchatar Abhishkar Yojana' (UAY) which was started by the government wherein research students are working on customized requirements of the industry. The minister said that the government is providing Rs two crore to rural colleges and Rs 20 crore to universities for upgrading their infrastructure under the Rashtriya Uchcha Shiksha Abhiyan (RUSA). He also informed about a scheme introduced by the HRD Ministry called ‘Tequip’ which will uplift the technical education infrastructure with a special focus on the institutions of east and north-east.
